【摘要】:ThisguideestablishesminimumstandardscriteriaforMSARpersonnel.Usersofthisguideshallhavetheabilitytobeaself-supportingdeployableresource(forselfandequine)andshouldbeself-supportingwhileatbasecampforaminimumdurationof24h.Atnotimewillthisstandardsupersedeanyestablishedprotocolofinternational,national,federal,state,tribal,local,orregionalgovernments.MSARrespondersworkwithavarietyofindividualsandorganizations,includinglawenforcement,fireandrescue,casualvolunteersandfamilymembersofthemissingsubject(s).ThisstandarddoesnotaddressthewearingofaridinghelmetwhiledeployedonanMSARmission.However,usersofthisstandardshallbeawarethatmanyAHJx2019;srequirethewearingofridinghelmetswhiledeployedonanMSARmissionandoutofarearesponsemayrequirewearingaridinghelmet.1.1Thisguideestablishestheminimumknowledge,skills,andabilities(KSA)requiredforanMSARresponderandtheirequineduringthedeploymentinvolvinglostormissingpersonsandrelatednon-technicalrescueskillsusedtostabilizeorminimizeamissingperson(subject)fromremaininginperil.1.2MSARusersoftheguideshallmeetorholdthecertifiedequivalentKSAdefinedinGuideF2209.1.3Usersofthisstandardshould,atminimum,havepre-existingbasichorsemanshipskillsthatareequivalenttowhatispublishedwithin:TheUnitedStatesPonyClubManualofHorsemanship:BasicsforBeginners/DLevel(1).1.4UsersofthisstandardshouldbeawareofotherMSARstandards,requirements,guidelines,policies,procedures,orprotocols,orcombinationsthereofthathavebeenestablishedandwhichmaybeunderthejurisdictionoffederal,state,tribal,local,orotherregionalauthorities(forexamplesoftwo(USA)statelevelMSARstandards,seeRefs2and3).1.5Thisstandarddoesnotpurporttoaddressallofthesafetyissues(orsafetyplans)ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouseorasdefinedwithina(regionalorgeographical)responseregion.1.6Thisstandardiscreatedwithoutbiastothetypeoftack,gear,packs,firstaidsupplies,personalprotectiveequipment(forselforequine),orridingdisciplinethatispracticedbytheMSARresponder.1.7Thisstandarddoesnotaddressthemountedevacuationofasubject,althoughanAHJmaydeterminewhenandifamountedevacuationwouldbeappropriateandwhatlocalprotocolswillbeimplemented.
